I just noticed JE-0.9.8a at ftp.kuis.kyoto-u.ac.jp 

I was wondering if anyone has tried this before?

I got an e-mail from a new TLUGer that was trying to compile
mule from source.  I recommend the binary, possibly even from
this new JE-0.9.8a distribution.  The JE HowTo has a listing
of which files you need to get a working mule configuration.
You *don't* need to install all the files.
