My original post was in response to Stephens,

"It's sad that on the whole they decided (as many <insert
non-Japanese ethnicity du jour here> will tell you) to act on their
fears and keep the foreigners as far away from sensitive technology as
possible."


It appears I missed the fact that you were both talking about 30 years 
ago not the present?  Things have clearly changed a lot since.
