So what is the price of a Windows CD-R?

In Vietnam, Windows is still free despite of the fact that it has joined WTO.
Linux is more and more widely used in Vietnam but still very limited.
If the govement has to pay $3 for a Windows included Office, the money
needed to replace almost all pirated MS stuffs still costs an arm and a leg.
A few months ago, the government has "recommended" OpenOffice.

It is still an open question that whether FOSS like OpenOffice and Linux
are good ( which can be understood as "cheap" by most of the locals ) for
a country like Vietnam.

Any advices?
