Sorry, wrong attitude: The user is never wrong. Fix the system. 

A web page should be always accessible and the user should be able to
change the language there. You cannot assume that every browser supports
content negotiation or reports the correct values. So this can only be
regarded as a hint to the system what language to use.

And this can be easily fixed, there is no need to reconfigure a browser.
