Have you tried `nkf -B'?

I believe Ken Lunde's jconv will also deal with this, but I use XEmacs
and don't have a copy of jconv around right now.

You can do it in Mule Emacsen with

M-< M-% "^[" RET C-q ESC RET !

(You will have to save and reread the file to get the coding
conversion done; there are more direct ways but they require more
context than you've given).

Finally, it may be possible to use iconv (1).
