Actually, that line is completely correct, and is the FPI for HTML 4.0.

I  have had no problems with his character encodings.  The only
thing that strikes me as a little bit unusual is that it is more common
to use iso-2022-jp for the encoding.  However, euc-jp should work, even
if it's not current practice. 

Oh, wait, there's one more - the encoding for the Engish-language page
is specified as euc-jp, but this should be iso-8859-1.

But either way, it displays correctly every time.  For anyone who is
having problems with it, is your browser default set to Japanese
Auto-Detect?
