I doubt the monitor would work anyway - unless it has a dual voltage
switch, which is unusual AFAIK.

ATX case (with power supply) for around 6000 yen for something cheap. Maybe
best to allow 10,000, though I've built my two machines with the cheapest
case in the shop, with no problems (as in: no problems that weren't
actually my own fault :-).

Motherboard: 10,000-20,000. 
15" Monitor: less than 30,000.

Delivery for case and monitor will be around 1000 yen each.

As for supplier - go to Akihabara and find the people giving out leaflets.
Some of them will even guide you to their shop if you can manage to look
confused. Expect to pay cash, not use a credit card, and also realize that
most of the cheaper places only give 7-10 day guarantee, so build the
machine soon after buying in case you have to take something back.
