There is a hard limit, yes.  Thanks for pointing out the omission in my
original answer.

Not if the ulimit exceeds the kernel hard limit.

This can be altered in <linux/tasks.h>, to a maximum of 4092[1].

[1] Actually, 4096 -- four tasks are reserved for root.  4096 == 0x1000,
    so it's fairly obvious as to why the limit is what it is ...
