My notes forming the basis for the December I18N talk are now

Journal; please get permission from me or the Journal before
redistributing.  Absolutely no redistribution in print before it
appears in the Journal, please.

I plan to update the article, although irregularly.  (I need to write
an index.html first!)  Long as it is, it's still far from complete.
So comments would be very welcome.  (Direct them to me, of course.)
