The problem here is that it is set up so that only root can open the PPP
interface.   Unfortunately, I can only take you halfway there.  The big
question - Where do you change the permissions for this? - is beyond my
experience, having never set up a Linux box to do dial-up.  It should be only
a matter of time before some TLUGger jumps in with the information, though.
