You'd rather have a real newserver to point your real newsreader at,
but you can try

			 ume.cc.tsukuba.ac.jp
			shako.sk.tsukuba.ac.jp
		       shakosv.sk.tsukuba.ac.jp

The first was as of 18 months ago open to anybody.  It wasn't abused
though, because it produced broken NNTP. :( The other two are probably
open only to Tsukuba-dai IP addresses, but you could try.

you might also try poking around at ETL, news.etl.go.jp would be a
try.  I don't have time to check it out.
