Not necessarily.  Assuming your hosed filesystem is mounted on /mnt, one
can do:

ln -s /mnt/lib/ld-linux.so.2 /lib/ld-linux.so.2
ln -s /mnt/lib/libc.so.6 /lib/libc.so.6

... repeating for each library that the binary needs.
