I believe that more than 90% of PC users in the world DON'T CARE where the caps_lock or ctrl is located. Among the rest 10%, 9% are emacsen or other extensive-unix-users, and the rest 1% are english-document-typists. Is it so important for typists to have the caps_lock there? BTW, I now use the kinesis contoured keyboard (http://www.kinesis-ergo.com/) for my desktop.
