Well:

- EUC was a simple and elegant system designed by and for the Unix
community (the "U" stood for Unix.) It is capable of supporting extended
sets such as JIS X 0212.

- SJIS was invented by Microsoft. It is incapable of extension.

NO. Use ISO-2022-JP. There are still plenty of people out there who either
have 7-bit paths, old software, or melt down when theye receive SJIS.

I use Ken Lunde's jconv utility. Simple. Works.
