What exactly do you have in mind?  This is an interesting technical
problem, but how one would solve it would depend on what you want to
do.  Eg, mirroring a top-level Netscrap window in root would be easy
with a simple X app, but getting it to accept input would be hard.

On the other hand, the (hacked) WM could assign Netscrap's top-level
window to be the root window (thus answering Matt's objection), but
you would then have problems communicating with the WM, and I'm not
sure what would happen when Netscape exited (since you can't destroy
the root window).

Finally, the (hacked) WM could assign Netscrap's window to the bottom
of the stacking order (even below icons).  This would do what you want 
as long as you provide some way to communicate with the WM.
