XEmacs (as well as most other Linux things you might want except for
JRPM and CTAN) is also mirrored at:

ftp://sunsite.sut.ac.jp/

the path for XEmacs is

../pub/archives/packages/xemacs/

There never seem to be more than 1 or 2 people logged in whenever I
access the site.
