I've experienced this, too.  I don't have a fix, but my workaround is to
either use reboot -n, then wait until it gets to the POST and
drop power (although I do not, as a rule, turn off my computers)or to
use a keyboard reboot (which is trapped and starts the reboot -n boot
sequence) and then drop power during the POST.

With either of these workaround, the disks are unmounted cleanly and
bootup is normal.
