TurboLinux 1.4J had it (so 1.2E probably did, also).  I
know, because after I upgraded to 1.4J, all of a sudden I
couldn't send mail from my Windows 95 machine through my
Linux machine anymore :-)  Adding my Windows machine's IP
address to the allow file did the trick.  TurboLinux 1.0
relayed by default, but I don't know if that's because
sendmail didn't support that control, or if TL just wasn't
set to not relay by default.
