tlug: file names that end with ~

Are file names that end with a ~ leftover auto-save data from emacs/mule?
If so, why does it does it leave them behind, and why can't I seem to find
any information on how to disable this most annoying of all features?
It's also a pretty unncessary one IMO, since crashes of emacs or Linux
aren't exactly everyday occurences.
