But, I saw somebody doing it with Windoze...  (at least
dialing out of a hotel - to be honest, I don't know what a
PBX is).

Unfortunately, I am a poor academic...so my kind of hotels
usually don't provide this :-(

I always confuse this...quite some time ago, I very often
dialed up *by hand* on my old ATARI ST, while pulse dialing
was still used in Germany.  Since then, ATDP is just
hardwired in my spinal cord, I guess :-/
