pre-Caveat: I do most of my scripting in Emacs LISP :-)

If you're starting from the ground up, why use Perl?  It's full of
wonderful hacks, both simple and arcane, but it's not easy to write
readable modular programs in.  Tcl is popular, especially because it
has nice X binding in Tk (for making quick & dirty GUIs), but the
prettiest IMO is Python, which also has a nice X binding.  For the
anally recursive, there's always scsh (Scheme-shell)!

If you have to maintain somebody else's code, or interface with it,
OK, you gotta do perl.  But good regexp handling is a feature of lots
of languages now, and many of them have libraries (although nothing to 
equal Perl's, except for Emacs LISP).

2 bits, 4 bits, 6 bits, a dollar ... If you can't read your own
program, it's probably written in Perl.

Oh, well, the rhyme and the scansion suck ... but Perl isn't any good
at those, either.  :-)
