tlug: New ftp client for X

I saw a note about this one on comp.os.linux.announce. It's a blatant
hack of the Windows WSFTP, but for an initial release not too shabby.
Not all the functionality is there yet (version 0.1), but I think it's
decent enough to include in the system.
