tlug: Cathedral and Bazaar Japanese 03.31 draft

Hi,
I've taken out the META tag for charset specification.  Hopefully, 
most browser will be able to detect the EUC encoding now.  I didn't
know what the charset specification for EUC was. 

I changed the header to Previous Next Contents per Hiroo's request.
I've also added the links to the archived PostScript files per
Hiroo's request.

I couldn't find the missing end tag that Hiroo mentioned. If you
find the error, note that html filename (for example 
cathedral-paper-jp-12.html) and tell me where the error.
