My bad.  I misremembered.  I thought you could if you were root, though
behaviour was unpredictable.  (maybe older version of ln somewhere)
I KNOW that on some OS somewhere UID 0 could hardlink directories but
ln doesn't seem to want to let me do that either.

Maybe you've gotta write your own, and then the systme call will let you.
