Or was it the incompetence? Both? The taxes may be lower, but that's because they do less in the way of services. If we consider national health insurance/retirement insurance (shakai hoken/kosei nenkin) to also be a tax, I'm not so sure they're lower. Then add in local tax that your kuyakusho charges you. Then add in the user fees that go with various things. Taxes aren't as low here as they seem at first blush. You just pay through different channels.
