Don't know the details, but I believe it is strictly intended for
minor timings in a spin loop - if some I/O device needs a 3 micro
second wait between actions, you call a kernel routine which uses the
BogoMips value to loop enough for exactly 3 uSec.  That's why it
calibrates at boot time, and why it has changed once in a while from
kernel to kernel.
