AFAIK ume.cc.tsukuba.ac.jp accepts NNTP connections from anywhere, but 
is read-only.  I'm inside the Tsukuba-Dai net so I don't know that it
works from outside; I do know it's read-only.

You might also poke around at ETL, say news.etl.go.jp.

Some newsreaders have problems with it; I don't think they really give 
a f**k about readers, so their NNTP config was (Gnus does not have a
problem with it, it could be Gnus or ume may have been fixed) hosed.
