There is a good collection of pointers to Unix-like tools at:

I make heavy use of several of them when using NT/95.

I've also read of a product called "Portage" from a Canadian
company named Consensys.  It claims to be a complete collection
of Unix tools which can be run from the WinNT command prompt
or from within their own ksh or csh.  I have no personal
experience with it.
