IMHO If You`re mounting /usr/local and then /usr ,
you`ll not be able to see /usr/local

This is how mounting  works and bootup process of mounting
is in fstab sequence ... (read the bootup messages)

For example if you mount a CDROM on a existing dir. hierarchy
you`ll not see  the dir. hierarchy again until you unmount the
CDROM
