Refusing to accept traffic doesn't break the end-to-end model.  You're
thinking of Stallmaniac libertinism that it breaks.

More seriously there's nothing in the RFCs that requires accepting
traffic.  Au contraire, "refused" is a returnable status in almost
every Internet protocol I know of, and "administratively denied" is
often available to make it explicit that it was intended as a personal
insult. :-)
