[tlug] elisp interpreter

I'm looking for a way to elegantly run elisp programs outside of Emacs. I was thinking something like a repl running from the command line, and it does not have to be Emacs interpreting the thing (I read that --batch could kind of do the trick) so any other elisp interpreter (does that even exists ?) would be fine.
Any idea ?
