I'd enter the bios and switch off fast boot, i.e. to make it do the
memory check, and see if it reports any other serious problems.

But, more urgently than that, boot a distro from DVD. If that all works
fine, including network, it tells you it is not the hardware, nor the
cats chewing on cables. And if it has exactly the same problem it tells
you it is hardware or cables.
