I'd imagine you want the service to be based in Japan, but if you're not
bothered then you could try localphone.com. I've been using them for a
number of years now and it seems to work well enough, both outbound and
inbound.

You can indeed get a Japanese DID off them, albeit Tokyo area code
rather than 050.
