A while back, I measured my bandwidth using Speedtest 
(http://www.speedtest.net/) and as part of its summary, it 
gave the fastest speeds by ISP for my area.  Perhaps you can 
give that a try?

I did this test a few years ago, so I don't know if their 
summary still gives such information.
