Because they don't have those skills, or because they need to work with people who would need to be coerced into installing rsync or the like. I used Dropbox for a while, because I inherited a group of students who were using it, and I won't allow that again. Too many change/change conflicts, only aggravated by the occasional add/add conflict. I won't use rsync scripts, though, because they're just as vulnerable. I'll use a proper VCS.
