Try installing the poppler-data package:
http://community.linuxmint.com/software/view/poppler-data
It worked for this Ubuntu user, at least:

Many thanks for the tip. Now I can view the pdf linked in the OP.
Btw, I want to explain that I didn't intend to jack the thread. In my mind my question was directly related to the original thread.
