A few options:

a) Apache install using suexec to give your pre-prod site its own user.

b) Another instance of Apache for pre-prod on a different IP or port,
inside a chroot jail.

c) What Darren said.

d) Life's too short, just spend the money on another VPS. Your total
memory and disk space requirements won't be that much more, so the
cost difference shouldn't be huge. And it gives you protection from
the pre-prod people screwing something up and snaffling memory or disk
space that you need for your production server, as well as saving you
from rogue PHP scripts running amok.
