A few options: a) Apache install using suexec to give your pre-prod site its own user. b) Another instance of Apache for pre-prod on a different IP or port, inside a chroot jail. c) What Darren said. d) Life's too short, just spend the money on another VPS. Your total memory and disk space requirements won't be that much more, so the cost difference shouldn't be huge.
