[tlug] Webmaster training

Someone I know is in the position of having to spend some education 
budget money and is looking for options in the areas of webmaster / web 
design.

Either Japanese or English would be fine. Ideally the program would be 
online (company time will be allocated for it). A certificate at the end 
would be nice, but is not necessary. This person is fairly knowledgeable 
in IT support and system administration in general, just not on web stuff.

Searches come up with lots of options, but most seem to be not so 
reputable. Any ideas on decent courses?

As a more generic question, anyone know of any directory of IT training 
in English that might be available in Tokyo?
