But in that case, wouldn't it try to boot?That depends on the motherboard and BIOS. Most boards halt during POST when a video error is encountered. Boards that can POST completely headless would likely have a BIOS setting to configure on which errors to halt.
It should also be noted that some newer boards require PCIe video cards to POST. PCI cards only work as secondary video.
