[tlug] Annoying "send in UTF-8" message

TLUG,

Every time I send an email from Thunderbird with Japanese text in it, I
get a pop-up message that asks if I want to send it in UTF-8 encoding,
to which I always reply "yes".

I can't find in the interface any way to force the default to send in
UTF-8 so that this message won't come up again.

Anyone know how to do this?

Any advice much appreciated.
