From 9 on, Fedora uses PolicyKit ([1]) to grant authorizations to (most) GUI apps. The config utility is in
System->Preferences->System->Authorizations.
You can choose to require Authorization/Admin Authorization or no authorization for a certain action. Not all admin apps support PolicyKit yet, but most do. The plan([2]) is to move from userhelper
(gives special privileges to users on the physical console) to PolicyKit (if they don't come up with something new for F12, that is).
