It is, indeed. If the encapsulation says, "this chunk of data is
image/jpeg", and you chose to ignore that based on guessing at content,
then it is indeed modifying the interpretation of the document from what
the encpsulating protocol requested, which is what I meant.

Amusingly this is exactly what the gnome nautilus file manager use to do. It would refuse to open files with the correct application because it decided the file contents didn't match the extension. Needless to say this didn't work very well[1].
