[tlug] Firefox 3.0.1 doesn't respect <meta http-equiv="content-type">

I have to explicitly set the browser's charset to ISO-2022-JP (it's an
o-o-o-ld page) to view such pages. Unfortunately I now have a mix of
ISO-2022-JP and UTF-8, so setting Apache's default charset is likely
to screw things up too.
Has that meta directive been deprecated while I wasn't paying
attention? Or is this a Firefox bug?
