Is there a program that automatically fetches ebuilds and installs them without compiling?
Maybe you could explain what you have done. Obviously if you have finished the install there shouldn't be anything that needs compiling. There is a setting PORTAGE_BINHOST in /etc/make.conf which you can use to set the binary server, and emerge options --usepkg and --usepkgonly which you can use to force binary packages to be used.
