Sorry, I should have been more precise earlier. This is what it says 
with the "-I" option:

$ sudo mkdosfs -I -F 16 /dev/sdd
mkdosfs 2.11 (12 Mar 2005)
mkdosfs: failed whilst writing reserved sector
