That's a pretty good idea.

You can get even a bit more clever, and have the CSS contain the URL
of the image, so you have to interpret the css in the context of the
page. Have CSS code to set a dozen of these, and add Javascript that
sets the id or class needed to apply just one of the CSS properties, and
you're going to need a fairly sophisticated "browser" on the other end
to actualy interpret all of this stuff.
