Localhost is what you think, the local machine. The password--if you're
doing this using CUPS, it wants the root password--as Ubuntu doesn't use
a root password by default, I'm not quite sure how it would work.
Hopefully, an Ubuntu user on the list can give a better answer.
One option is to use sudo to create a root password, something like sudo
su then passwd. So, after you've created the password, use the cups web
interface (open a browser and go to 127.0.0.1:631) and when it
eventually asks for a user and password use the user root with the
password you created for root.
