It looks like you've set your fonts to Wadalab for some reason, and
the unicode encoding, and then asked for a character that is mapped to
the location of Hex 07xx in the BMP, but Wadalab does not contain this
character (and many others near it) in the original DNP format, so the
conversion did not bother to create a VF for those character "rows".

The best option is to either change the character(s) (maybe a similar
character is available) or choose a different font which does contain
the character(s).
