What makes you think it bombed?  IIRC it wasn't really expected to get
out of the lab.  It was intended to be a testbed for IP-NG ("next
generation").  Since IP is a wide-area protocol, though, they did need
to let it escape into the public internet, so it needed IANA backing.

As a testbed, it was successful, I suppose.
