Points to clarify in secion 7 (voting):

1) Is the vote a simple majority?
2) If no vote is called for before the deadline, is a vote then taken, or
does the article go in by default?

It seems to imply (or I may be inferring) that the answers are "Yes"
and "In by default," respectively, but I think these are worth making
explicit.
